FISH AND BEAN CURD ROLLS

Ingredients
• 300g tenggiri batang fish fillets, remove bones
• 30g instant oats
• 1/2 medium red chilli, chopped
• 30g carrot, cut into 5-6 cm strips
• 3 stalks spring onions, chopped
• 1/2 cup water
• 1/2 tsp white pepper powder
• 1/2 tsp salt
• 3 sheets (approx. 45 cm x 20 cm) bean curd sheets (fucuk)
• 30g celery, cut into 5-6 cm strips
